  • This course examines an important instrument of foreign policy -- foreign economic assistance. It asks the questions what is foreign aid (and what is it not)? What purposes has it served, how have they evolved over time and how have they differed from government to government? Why have they differed among governments -- the demands of the external environment or the pressures of domestic politics? What impact has aid had in (a) promoting development and (b) achieving its diplomatic goals? Where is foreign aid headed in the dynamic 'many-to-many' world of the 21st century?
