This course begins with an examination of the purposes of monitoring and verification in national and international security, and continues with a survey of the evolution of verification technologies over the past 50 years. Special emphasis is given to satellite reconnaissance systems, other “National Technical Means,” the techniques and capabilities of on-site inspection and detection of special nuclear materials. The course then addresses the issues involved in monitoring specific arms control and nonproliferation agreements, as well as responses to noncompliance. The course looks in detail at monitoring reductions in strategic nuclear forces (START), conventional arms limitations (CFE), proliferation of nuclear, chemical and biological weapons (NPT, CWC, BWC) and constraints on nuclear testing (CTBT). It also considers the monitoring and verification challenges posed by WMD terrorism and rogue states.
