INAF-403 Economic Policy Making in India and South Asia

This course covers the role of policy, its influence on development performance and the political economy context in which policy decisions are made in the five South Asian countries of India, Bangladesh, Nepal, Pakistan and Sri Lanka, with an emphasis on the larger countries. The policy areas covered include: macroeconomic management; trade policy; foreign investment policy; financial sector policy; industry policy, agricultural policy, energy policy, infrastructure policy and health and education policies. Cross-cutting issues related to labor policies, regulation, divestiture and privatization are also covered. While the course focuses mainly on policy making at the central government level, issues related to the devolution of responsibilities and revenue earning functions to local governments are also analyzed. Invited speakers, with personal knowledge of policy issues, will join and lead some discussions. Students are required to write several short papers on subjects drawn from the syllabus.
