PPOL 550: SCHOOL CHOICE, ACCOUNTABILITY & QUALITY. The first part of the course will broadly address the issue of how effective schools are in educating students and what policies can make them better. Particular topics include teacher pay, teacher quality, class sizes, and pre-K education. The second part of the course will focus on school choice and school accountability systems. We will begin by understanding the No Child Left Behind Act. We will then focus on the effects of school accountability systems on academic achievement as well as the unintended consequences of accountability systems. We will also study the related issue of school choice, including Tiebout choice, charter schools, and vouchers for private schools. The topics in the course will primarily pertain to primary and secondary schools in the United States, although issues from higher education or developing countries will occasionally come up.
