Covert Action (CA) and counterintelligence (CI), have long been significant instruments of statecraft. However, democracies have often been wary of using them. At times, CA and CI have made a notable difference, saving lives and treasure, and the effective use of these instruments has yielded significant strategic advantage. This seminar will focus on explaining the elements of CI and CA, and examine circumstances and conditions that enable both to become effective tools of strategy and policy.
